The EF70 is the first F-type locomotive manufactured in 1961 when electrifying the Hokuriku Main Line between Tsuruga and Fukui, and a total of 81 cars have been manufactured to increase the transportation capacity of the Japan Sea Transit Line. It was the protagonist of the Showa Hokuriku Main Line, which contributed to speeding up and was responsible for the transportation of the same line from the Blue Train to local passenger trains and freight trains.
The EF70 1000 series was newly established in October 1968 by the timetable revision <Yon San Too>, and 7 cars were remodeled from the 0 series secondary car as a towing response to the 20 series sleeper limited express "Nihonkai".
